Ciné-débat et exposition "Ciao Italia" à Saint-Jean d'Angély 1, avec la participation de Jules Lepoutre, Mehdi Mezaguer, Federica Infantino, Stéphane Mourlane, Swanie Potot et la Ligue des Droits de l'Homme.

Le 19 avril dernier, le Printemps des Migrations a tenu un nouveau ciné-débat animé par Swanie Potot, sociologue à Université Côte d’Azur, à la salle avant-scène au Campus de Saint-Jean D’Angély. Avant le début de l’événement, un apéritif a été organisé autour de l’exposition « Ciao Italia ». Cette exposition avait pour objectif de mettre en lumière un siècle d’immigration et de culture italienne en France, couvrant la période allant de 1860 à 1960. Elle retraçait les temps forts de l’immigration italienne en France sur différents domaines comme la culture, le sport ou bien le commerce.
L’exposition était accompagnée d’un buffet où les spectateurs ont pu échanger sur l'exposition. Cela suscité un grand interêt de la part du public au sein de St.Jean d'Angély.
Le film au cœur de ce ciné-débat est « Interdit aux chiens et aux Italiens ». Sorti en 2022, au festival international du film d’Annecy, et réalisé par Alain Ughetto. “Interdit aux chiens et aux Italiens” est un film franco-italo-suisse. Dans ce film, on suit, à travers le récit du petit-fils, l’histoire de Luigi Ughetto qui se passe au début du XXème siècle, dans le nord de l’Italie. On suit les différentes migrations de sa famille qui rêve de tout recommencer à l’étranger notamment aux États-Unis. Finalement, ils s’installent en France où la main-d’œuvre italienne est indispensable pour les Français afin de construire des ponts, des routes ou bien des immeubles. La montée du régime fasciste en Italie les pousse à rester en France.

À la suite du visionnage de ce film, les six intervenants (Christian Braquet, Jules Lepoutre, Mehdi Mezaguer, Federica Infantino, Stéphane Mourlane et Swanie Potot) ont partagé leurs réactions, leurs interrogations et leurs savoirs. À la fin de leurs interventions, le public a posé également ses questions donnant lieu à un débat sur divers thèmes comme la construction de la nationalité ou encore l’accueil des immigrés en France ou, plus largement, en Europe.

Stéphane Mourlane, historien d’Aix-Marseille Université prit la parole en premier :

“Ce film qui participe à un retour de mémoire, comme l’exposition “Ciao Italia”, d’une immigration qui a un peu été oubliée, dans un temps idéalisé. La nostalgie est propre à notre société. Ces Italiens sont considérés comme de bons immigrés, ce qui veut dire, par conséquent, qu’il y en a des mauvais. Le titre de ce film est tiré d’un film de fiction belge des années 1950. Ces Italiens ont souvent représenté la première nationalité immigrée en France, par moment, ils étaient tout de même considérés comme étrangers. Nice et Marseille étaient deux pôles d’attraction pour cette immigration. Avant la Première Guerre mondiale, lorsqu’on était étranger à Nice ou à Marseille, 9 fois sur 10, on était italien. […] Ce qui fait des Italiens des bons immigrés, c’est leur proximité culturelle. Comme la plupart des Italiens, ils ne rêvaient pas d’immigrer, personne ne rêvait d’immigrer. D’ailleurs, certaines appellations ont acquis, par le temps, une connotation péjorative comme l’appellation de « Piémontais ». Les Italiens n’ont pourtant pas toujours été considérés comme de bons immigrés. Ils étaient les premiers à faire l’expérience de la xénophobie. Non pas parce qu’ils étaient italiens, mais plutôt étrangers. Pour finir, il convient de rappeler que le sous-titre à l’exposition “Ciao Italia” par les communicants du musée national de l’histoire de l’immigration est : “Ces Italiens qui ont fait la France”. Ils sont allés en France, car elle avait besoin de main d’œuvre, ils ont construit nos villes, barrages, routes. C’est un apport économique. Le sens de « Ciao Italia » est de montrer que ces Italiens avaient été d’un apport, certain, à la culture française.”

 

Question du public : Le rapport entre nationalité et identité : est-ce qu’il se concevait Italien dans le fond ?  

Stéphane Mourlane : “[…] Il y avait une nécessité économique d’être lié à la France, mais ce n’était pas une rupture avec l’Italie. […] Avec l’immigration italienne, on a un cas très intéressant où les personnes découvraient leurs nationalités à l’étranger. Ces gens-là Piémontais, Toscans, ils ressentaient une appartenance à leur territoire local et se découvraient Italiens en migrant en France sous un double effet : la politique italienne, qui avait pour objectif de maintenir son emprise envers les Italiens qui étaient à l’étranger, et la xénophobie, qui les renvoyaient à cette identité nationale. Ils étaient des macaronis, des crapauds ou bien des ritals. On les renvoyait à cette identité de groupe, qu’ils n’avaient pas nécessairement en quittant leur pays.”

Federica Infantino, sociologue et professeure junior en “Migrations, frontières et circulations internationales” à l’Université Côte d’Azur prit la parole, à son tour :

“Je fais partie de la nouvelle immigration : je suis moi-même originaire du sud de l’Italie. Je pense que ce film permet de réconcilier la mémoire et l’histoire parce qu’on a tendance à oublier trop facilement l’histoire migratoire de ce peuple. L’Italie est un peu championne de nos livres d’histoire dans le sens où beaucoup de propos et de récits sur l’immigration, aujourd’hui, que ce soit sur l’Italie ou à l’extérieur, oublie ses histoires migratoires et ceci est absolument lié à l’idée qu’on a des bons et des mauvais migrants. Ceux d’aujourd’hui seraient les mauvais. Ce film fait vraiment réfléchir sur la migration et le travail. En sociologie de l’immigration, on a des termes comme “3D jobs” et les “Dirty, demanding and dangerous”, c’est ce genre de travail que les immigrés prennent car personne ne veut les faire, il n’y a donc pas beaucoup de compétition sur le marché du travail. On peut aussi faire une autre réflexion sur la migration : migrer, c’est complexe. Il y a différentes raisons qui poussent les gens à partir. D’ailleurs, les migrations sont souvent régionales. On migre d’abord à côté de chez nous. Cette idée que les personnes qui migrent viennent de loin, ce n’est pas vraiment justifié.”

Les juristes : Jules Lepoutre et Mehdi Mezaguer partagèrent à leurs tours, leurs pensées :

Jules Lepoutre : “Je me suis souvenu d’un grand discours qui avait eu lieu à la fin du 19e siècle, à la chambre des députés : ces derniers se plaignaient de tous ces immigrés, notamment italiens, qui refusaient d’acquérir la nationalité française pour ne pas partir faire le service militaire, qui durait 3 ans, à l’époque. […] Quand les Français revenaient dans leurs villages ou dans leurs villes, ils avaient perdu des opportunités, là où les étrangers (belges, italiens…) en avaient, eux, gagnés. C’était à une époque où on ne cherchait pas la nationalité pour sécuriser sa situation. On voit comment la naturalisation est forcée en 1939, à l’aube de la Seconde Guerre mondiale, sans doute aussi pour obliger les étrangers à participer au service militaire. Plusieurs questionnements se posent : Comment certains des enfants qui sont nés en France, se perçoivent comme n’étant plus prioritairement italiens, mais français, puisque l’enfant dit : “Je suis née ici”. Finalement, le rapport à la nationalité se dessine avec le lieu de naissance et cela fait résonnance avec les débats contemporains sur la place du droit du sol, où l’on pense à le supprimer, à Mayotte par exemple. […]

Mehdi Mezaguer :

“[…] Une chose m’a marqué : cette idée des bons et des mauvais immigrés. Pas uniquement à des périodes et des nationalités, mais aussi au sein même des groupes et des origines, on retrouve des origines qui entre elles-mêmes se divisent, il y a les bons et les mauvais au sein d’une même communauté. C’est un peu la métaphore du dernier arrivé qui ferme la porte derrière lui. […] Je vais parler de quelque chose que je connais, la catégorisation juridique : on le voit très bien, ce film précède des grandes conventions et lois en matière d’immigration, les personnes se déplacent, ils vont autre-part, mais sans forcément être catégorisées. On n’a pas de migrants économiques, de réfugiés, on a des gens qui partent parce qu’à la fois, ils fuient quelque chose ou bien cherchent une meilleure vie. […] Une dernière chose, qui m’a rapproché de ce que je connais, c’est l’idée que les immigrés ont une ambition, quelque chose qu’ils recherchent, en l’occurrence les États-Unis, et ils finissent autre-part. Finalement, ce ne sont pas eux qui choisissent, c’est plus par rapport aux opportunités qui se présentent à eux.”

Christian Braquet, de la Ligue des droits des Hommes rajouta :

“J’ai envie de parler du contrôle que nous avons à la frontière franco-italienne. De nombreux CRS sont dans le train et le ratissent. Forcément, puisqu’on ne peut pas rester 1 heure pour vérifier les documents de tout le monde, ils appliquent un contrôle aux faciès. Les personnes sans papiers essaient de se cacher dans les toilettes, d’autres cherchent à passer par la montagne ou par les sentiers pendant la nuit. Pour ces contrôles aux frontières, il y a une très forte mobilisation :  200 policiers sont déployés à la frontière, à cela il faut rajouter les 230 forces du plan Vigipirate. […] C’est un contrôle efficace qui est inhumain et hypocrite. Chaque année, il y a environ 30 000 migrants qui arrivent en France : est-ce qu’un pays de 70 millions de personnes peut tolérer ces 30 000 personnes ? Souvent, ils ne restent pas en France, puisqu’ils veulent travailler en Allemagne ou en Angleterre pour aller travailler.”

Question du public : Pourquoi il y a des contrôles, est-ce que ce ne serait pas de la communication politique ?

Federica Infantino : “C’est du symbolisme. L’efficacité est très symbolique, dans le sens où c’est la mise en scène de la souveraineté de l’État qui rassure l’opinion publique.”

Stéphane Mourlane : “Peut-être pour faire le lien avec le film, la plupart des Italiens qui sont venus en France sont venus clandestinement y compris lorsque l’Etat a mis en place un système de sélection à partir du pays de départ les migrants, notamment les Italiens. À cette époque-là, la sélection se situe dans deux gares, une à Vintimille, et une autre dans les Alpes. De plus, on régularisait immédiatement ceux qui arrivaient en contournant ce dispositif de recrutement. Au lendemain de la Première Guerre mondiale, le gouvernement Français considérait que la France avait besoin de clandestin et sollicitait l’immigration.”

C’est sur cette belle projection et sur ces échanges enrichissants que le public et les intervenants se sont quittés.
